Mexico became the 100th country to ratify the treaty founding the world's first permanent war crimes tribunal, which the United States has opposed...The United States argues that the court could be used for frivolous or politically motivated prosecutions of American troops.
The issue appears to be the latest point of contention between Mexico and the U.S. Relations between the neighbors have been strained by Mexico's opposition to the U.S.-led war in Iraq and over immigration policies.
