President Obama signed the New START ratification yesterday, the Russians have approved it, and it is scheduled to go into effect on Saturday, when Secretary of State Hillary Clinton and Russian Foreign Minister Sergei Lavrov exchange the ratification documents.
We will, after an absence of more than a year, once again have inspectors on the ground in Russia, and they will have inspectors in the US. This adds enormously to the confidence the two nations have in each other.
And talks will start within the next year on tactical nuclear weapons and other issues.
