New Orleans is a center of refineries and chemical plants. Information on the explosions and fires has been minimal, but some reports say that chemical warehouses or a chemical plant are involved. Harmful material will be spread by any fire, but chemical fires can be worse. There are no reports of spills at refineries and chemical plants, and predictions that refineries will be back to operation within a week suggest that there were no significant breaches.
At least 20 oil rigs are reported missing in the Gulf of Mexico. They were evacuated and shut down before Katrina arrived, so they should be relatively secure to spills, although a ruptured gas pipeline is reported to be on fire. This kind of fire is relatively clean and is expected to burn itself out.
My best guess is that nobody knows the condition of the chemical plants, which will require inspection.
