Evil but not Insane

From W's "Remarks," today, "on the War on Terror":
Another document was found in 2000 by British police during an anti-terrorist raid in London, a grisly Al Qaida manual that includes chapters with titles such as "Guidelines for Beating and Killing Hostages."
Where would we be today if the Coalition of the Willing had been hamstrung by "guidelines" like these? We sure wouldn't be winning!

The terrorists, the Cheef Executive also averred after a tour de force of 9-11 imagery punctuated rhetorically (and unsubtly) by the repeated refrain "We Remember," "kill in the name of a clear and focused ideology, a set of beliefs that are evil but not insane."
